ICE Woodford Custody Boundary

Immigration detention is a federal civil custody system. It is not the same as a Woodford criminal booking. A local court can end its basis for holding someone while an immigration detainer or receiving-agency instruction leads to another custody episode. In that event the person has left Woodford County Detention Center but has not been released into the community.

1. Confirm that the person is an adult and that ICE is a plausible custodian.
2. Search by A-number and country of birth when available.
3. Retry with exact biographical data and name variants.
4. Compare identity and displayed custody information.
5. Call the Detention Reporting and Information Line or appropriate ERO office if the local record names ICE but ODLS has no match.
6. Request the Woodford movement record and ICE record when documentary proof is needed.

ODLS can lag or omit recent bookings, some short stays, transfers, and juveniles. No match is not affirmative proof of release.

ICE Release Versus Transfer

The word “release” needs an agency name. Woodford can release a person to ICE, which is a transfer between custodians. ICE can later release a person from civil detention, transfer the person to another site, or complete another immigration process. A county checkout timestamp cannot establish what ICE did afterward.

Other duties or proceedings can continue after physical detention ends. Report only the custody fact supported by the agency source.

Woodford ICE Movement Record

Call the Woodford County Detention Center with the identity and approximate booking date. Ask whether the custody episode ended in community release or transfer. If transfer occurred, request the destination, movement date and time, receiving agency, hold information, and booking number. Use the county's open-records form for documentary confirmation.

An “ICE hold” can signal immigration interest, but the local field must be interpreted with the jail. A hold may affect release processing, and its presence alone does not prove that ICE ultimately received the person. The movement transaction is stronger. If ICE is named, move to ODLS and ERO. If USMS or BOP is named instead, use the federal criminal path.

ICE Locator Missing Results

A no-match ODLS search is common enough that it must be handled as an unresolved result. First confirm the exact A-number, including all digits and any leading zero rules shown by the portal. Then verify country of birth and test lawful name variants. A compound surname, hyphen, transliteration, or reversed name order can block a match.

Coverage is another limit. ODLS excludes juveniles and may not display a recent, brief, or transferred custody episode at once. The Woodford jail remains custodian of its own booking and movement transaction. ICE is custodian of its detention record. The criminal court explains local bond, dismissal, or sentence authority but does not substitute for the federal custody record. Keep those roles separate.

State the narrow conclusion each source supports. This prevents a criminal release from being confused with an immigration outcome.

If sources conflict, record the times checked and contact the agencies. Do not fill the gap with a commercial roster. Agency boundaries are part of the result, not a detail to smooth over.

ICE No-Match Follow-Up

When Woodford identifies ICE as the receiving agency but ODLS returns no match, preserve both facts without forcing them into agreement. Recheck whether the A-number was entered with the format requested by the portal and whether country of birth matches the official record. Try the full biographical name with lawful variants, including compound or hyphenated surnames. Then contact the ICE Detention Reporting and Information Line or appropriate ERO office. The next inquiry should ask whether ICE currently holds the adult, moved the person to another facility, or ended its detention episode. It should not ask staff to confirm a juvenile through ODLS, because juveniles are excluded and their records require protected channels.
